Also, Income tax was first raised in the Napoleonic wars so is well over 100 years old- it has to be re-legislated every year! observer Posted November 3, 2013 Report Share Posted November 3, 2013 The principle of taxation has been around as long as coinage, whether tolls, tithes, duties etc. From the Romans - "Give unto Cesare, what is Cesares". - through to medieval Kings; to the English Civil War , where Charles I required Parliament to fund his war in Ireland. To the birth of the USA - "no taxation without representation"; to the window tax of the Napoleonic period. It's use, or lack of use has changed history - Louis XVI tried and failed to tax the rich aristocracy of France, which led to the French revolution. The natural gravitation of money in any society, means that the rich get richer and the poor get poorer; taxation is a means to rectify this on a redistributive basis; it's also a means of controlling behaviours EG: taxes on fags and booze.
