Is she waiting to be first in a bank holiday sale? Is she from the creamfileds music bash and just getting her head down prior to catching the train home? Is she doing it as part of a protest against unethically sourced goods? Is she doing it to raise awareness of the plight of the homeless? Being that it is a bank holiday weekend and the council offices will not be open until at least nine on tuesday are the council aware of this woman? until at least one of the above questions have been answered then it may or may not be the council's responsibility.
