When the Ministerial Code was introduced, a "proper officer" was appointed to investigate alleged breaches, precisely to see if there was a case to answer or not. The PM is clearly using the Levenson Inquiry as a smokescreen to prevaricate over the matter: Levenson is an Inquiry into the whole gambit of relations between Press- Politicians and Police, and not specific cases.
