observer Posted October 2, 2008 Author Report Share Posted October 2, 2008 That's the great misunderstanding about "devolution"; it wasn't meant to sustain petty Nationalism, but to hand powers down closer to control by local people - thus we could have had a North West Regional Government - and who knows - FREE prescriptions!
