Seems the water companies are thinking of charging extra for properties with hard driveways, which don't allow for natural drainage, thus compounding current flooding issues in many areas. But who built the houses. many on the flood plain, and who gave them planning permission; and ultimately who's in a position to introduce far sighted policies to locate new build at higher elevations or on raised structures ?
