As for delivery systems, during the cold war I believe we planned to deliver bio/chemical agents into the water supplies of Moscow and other cities, courtesy of SAS high altitude sky divers. Presumably they would have deployed well in advance of hostilities? I said, I believe they had plans, I didn't claim they were viable - still who dares etc!
