Catch 22?

Spoke to a beggar in Town today; asked the obvious - "why can't you get a job etc?"  Seems employers won't employ a person with no fixed abode, and benefits aren't even paid to such claimants. So no home address = no money. No money = no home, as private landlords will require bonds and rent in advance. The guy has been fined £150 for begging, how on earth do Magistrates think he's going to pay that?  Perhaps they'd be doing him a favour if they'd sent him to prison (bed and meals etc)?
