observer
For the Town? I'm guessing that "the Town" (Warrington), didn't appear until the first bridge crossing of the Mersey at Bridge Foot? The Romans had a settlement at Wilderspool, and their road crossed the Mersey at a ford near the Parish Church; where the later Normans built a Keep, so presumably any settlement originally grew around that, along Church St?
