Then they up the retirement age so that people will have to work a few years longer. Both of these mean that there are now less jobs to go around and jobless figures go up. to counter this they encourage younger people to take up university places and so take them out of the unemployment figures. Due to lack of jobs they then throw money at employers to take on "apprentices" in an effort to get those figures down. shops closing down all over the place creating less jobs, Unemployment at it's highest and they want to give jobs to people in prison. well then all those potholes need filling in, ideal job for a start. plenty of fresh air and exercise.
