Make the possession of dangerous dogs the same as possession of illegal weapons and lock up the nutters for a good long time. Attack the felons, instead of penalising the innocent majority. Maybe that's why they're aggressive - smokers have certainly started snapping and snarling since the ban..... Maybe the key is to let the dogs back in the boozers!
