Does that mean that they nearly missed it, e.g. hit it or did they mean nearly missed seeing it.

Near miss, although often used, is a rather ambiguous term.

Aviation authorities tend to refer to them as nmac Near Mid-Air Collisions or loss of separation events

Also given the reputation of US fighter pilots it could have been anything from a seagull to a weather balloon. (or possibly an allied tank)🤠🙈

A UFO isn't necessarily extra terrestrial, it's just a flying object that the observer was unable to identify.
