observer Posted May 17, 2015 Report Share Posted May 17, 2015 The idea of devolving powers (and responsibilities) to "city regions" may appear attractive to the gullible; but a more cynical view may see it as the devolution of blame, and an attempt at dividing and conquering the north of England, by Gov. This dog's breakfast approach to "devolution" in England, bears no comparison with the devolution in Scotland and Wales; which can clearly be viewed as Regions of the UK. It would seem rational to provide the 7 million people in the N/West similar structures as the 5 million in Scotland; then perhaps the UK could move to a Federal structure like Germany or Australia.
