Would you report it?

Your a teacher or play-ground assistant, and you notice a 4yo boy with a black eye or delving in bins for food. Or your a member of A&E staff, and you notice the boy is emaciated and has finger mark bruising around his neck. Would you report it, and would you expect your boss to involve social services?

Somebody from Coventry council was talking about this on the tea time news & once more stated that "lessons had been learned " , the usual phrase that is trotted out when abused & brutalised kids have been let down by the authorities that were supposed to protect them.
