EG: Imagine if Warrington Hospital only got a three star rating; what are we expected to do, start traveling to the nearest 5 star in Manchester etc? Simples: if they've got an Inspectorate; those Inspectors could make covert inspections of all Hospitals to ensure a common high standard. Identified failing then being rectified, and if necessary the Department Heads diciplined or sacked.
