If you try and fit more people into an area with a history of water shortages (and lets face it this is not a new phenomenon in the Southeast) then things can only get worse. Besides immigration they also have migration as people from the north go looking for jobs. The south east is also sinking. You will be saying its because of the weight of all the immigrants next. Actually the Southeast is sinking because of isostatic rebound from the last ice age (the removal of that weight of ice from the northern half of the island is causing the north to rise and the south to sink). But at least you aren't denying that immigration (from anywhere) is contributing to the lack of water in that area.
