They are quite annoying really and ramble on offering the world and promise of a reduction, we just say 'thanks but we're not interested and if we are paying too much well not to worry .. it sort of confuses them Like you say you can do it yourself for free anyway wither by phone or online. Must admit we've never had a call at home about council tax though although we are only in band C so are probably unimportant.
