But Warrington has almost 20% of Cheshire's population so should get 20% of it's policing resources, not 1/18th or 5.5%.

500 - 600 officers in Warrington would mean an average of well over 100 on duty at any one time - even allowing for holidays and a reasonable amount of training and sickness absence. At my work we cover a constant level of workload 24 x 7 with between 4 1/2 and 5 shifts worth of people plus a relatively small amount of overtime. This covers holidays, sickness, training and secondment to project work and other duties adequately.

Policing isn't a constant workload 24x7, so at busy times (weekend nights) we should expect more officers on duty than the average.

The only way you'll get quantity, is by adopting the US system of "local" Sherrif's Depts, Regional Crime squads and traffic cops and a National FBI plus riot/swat force. The locals can deal with low level crime, and would be paid a lot less - the problem we've got, is that our current cops are expensive.
