Very few now carry on to the 25 ~ 30 years, I am not sure what the average is now but 20 years ago it would have been about 90% then it was a career. Now the change over in staff is intense a 3 to 5 years in the police with a good report it is a good thing to have on your CV as you move into management. When the army make such an investment in a person they make them sign up for a number of years. Maybe these short term contracts 5 , 9, years with options for a further 5, 9 years would be a good way to move towards. It would mean that as a person came near to the end of their contract and wanted specialise they would have to commit before expenditure. It would also be a way of getting shut of the dead wood. Which they cannot do at the moment. If someone does not like it and wants to leave prior to the end of the contract negotiations would take place on the price of leaving. All the bitterness, hard feeling, loss of good will and all because of one stupid woman who thought that she could rule the world. What tricks is Gordon Brown telling her to try next?
