observer Posted October 31, 2008 Report Share Posted October 31, 2008 Seems Henry II, grandson of William the Conk; brought in a system of common law administered by circuit judges, who came from London to the provinces to ensure a common standard of justice throughout the country. As with many such things in our anachronistc country, that system still exists today - with the visiting circuit judge still being met by the Lord High Sherriff of the County.
