At least they are asking residents whether they are fit enough to wheel the bin to a collection point prior to introducing the scheme; in Warrington we were told a new scheme was starting - no consultation and no information for the unfit or infirm as to what to do to get dispensation. What this form is asking for is a member of the family to take legal responsibility for the refuse, which means that the bin police would either arrest and interview under caution (which is what they want to implement) or prosecute by default whoever's name is submitted. I guess the infractions would include putting the wrong rubbish in the wrong bin, or over filling the bin, or any other of the new bin laws. Once elected however, there is always something which stops them doing what they promised. It happens with EVERY politician be they national snufflers or local ones. We should have elections at local level every year. That way the useless, do nothing ,put up to vote as told brigade would not last more than a year or they would have to prove themselves worthy of the position and try their best to help the community. It shows that a fifth of the town halls that collect household rubbish have equipped their bins with chips or have found other ways of labelling them. The spread of microchips means that the number of councils prepared to bring in the charges has doubled over recent months. Microchips or labels that can be read on dustcarts are key component of bin tax schemes which rely on weighing or measuring the rubbish put out by a home in order to sent the right bill to the right family. The increase in numbers of councils equipping their bins with chips suggests that Gordon Brown's repeated pledges to kill off bin taxes are unlikely to be fulfilled. Local authorities are also planning tighter enforcement of bin rules and regulations. One in four intend to bring in stricter 'bin police' regimes against families who leave their bin lids open, put their bins out too early, or leave extra rubbish alongside them. The policing of rubbish bins by teams of council wardens has been a cause of growing public anger. A bus driver in Cumbria was left with a criminal record because his family left their bin lid open a few inches because it was too full, and a war veteran of 95 in Norwich had his collections stopped because he put a ketchup bottle in the wrong bin. The council spokesman said they were listening to residents concerns but the undertone was that it was tough titty. Just because you pay your council tax doesn't mean we have to provide a service! Crikey, does that mean I'll be in charge PS Don't think we'll be having chip & bin in Warrington, on the subject of which the new large blue bins for dry recyclables will start being introduced in September, the weekly black bin collection service will remain and the blue bin will be collected every two weeks. Pitty they are not a different colour though as our access roads are already full of permenant blue, green and black bins left out all week by bone idle residents along with a large number of blue and green bins which have never been used At least a bit of pink or yellow would have been a change If WBC are insistant on issuing us all with 3 bins can they at least ensure that people are TOLD to take them in and where people permenantly leave them out some form of enforcement action is taken ......and if they are not being used can they please be REMOVED !
