The IMO is discussing how the legalities of the technology being brought into use need to be updated as we speak. It will happen, probably sooner than autonomous cars. Strictly speaking they won't be "unmanned" as such because they will be controlled by a person in a control room ashore, but there won't be a physical presence on board is my understanding. Yhe computer technology already exists for the navigation and collision avoidance, the problem at the moment is the presence of humans on board mis-interpreting the computer outputs. It's like the old joke about the single piloted plane with just a pilot and a dog.
