As advocates for "less" Government, the Tories have never really supported the principle of devolution, and their, back of an envelope, attempts at English devolution owe more to political expediency than to any form of parity or uniformity with Scottish/Welsh devolution; so no grand plan, just the piecemeal creation of a dog's breakfast. The "City Regions" existed before, as Metropolitan County Councils, along side Rural County Councils; but because the former tended to deliver Labour majorities, they were terminated by Thatcher. Sadly, any attempt to reorganize and restructure our constitutional and political system is probably doomed to distortion by politicians, as they have the most to lose or gain.  Believe we have more politicians per capita than most other democracies, so the risk of political involvement in a plan, would be an increases in the numbers of politicians rather than streamlining reductions. What is clear, is that large swathes of England feel alienated by the Westminister bubble, and the concentration of national resources in London and the S/East; so if  fairness is to be attained, some form of Federal system with central funding being dispersed on the basis of filling the emptiest cups, a la Barnett Formula; will be required. Such a rational approach to reformation of an antiquated constitution may be viewed as revolutionary to those with a direct personal interest IE the political class, as turkeys don't vote for Xmas; but as we can see from other Federal Democracies, such an approach is clearly viable and modern.  8)

I can see your padded walls, bits of Sellotape still there marking the place where the posters of Boris and NF have been ripped down and chucked on the pile of former Heroes, including Griffin, Powell and Savile
