Could it be because, 3.8million bank and credit card frauds are left out, or because it excludes murder and manslaughter because the victim is dead, or the fact that rape and other sex offences which are calculated differently due to their sensitive nature are not included , and crimes such as drug possession that are considered victimless are also not included as is cyber crime and online identity theft. After all they are the ones who are committing quite a few offences, fraud, drug taking, sexual assaults, verbal assault. Getting away from politics here is a summary of the article I read. It would be interesting if someone could publish a list of what crimes are included. A town hall full of hard faced bureaucrats covering each others backsides, so called social workers looking the other way in the interest of political correctness, 'community leaders' batting blame away from their own precious communities, local politicians caring only not to rock the voting boat, faceless career politicos in the police sitting on their hands in the interest of 'community cohesion'. There are suggestions that victims should interview potential witnesses, gather cctv footage & even take fingerprints at the crime scene.
