Minor Injuries?

According to a Councillor, GPs are failing to accept patients with "minor injuries", thus driving them to A&E.  What constitutes "minor injuries"?   If it's a grazed knee, I'll agree with the GPs and they should be charged by A&E for time wasting. Perhaps some public information on the degree of level of injury or complaint, might help keep time wasters at home?

All part of the bigger issue of either a national shortage of GPs or some surgeries not employing enough GPs to cope with their patients list.  I can get an appointment on the day I call my surgery, yet at the next nearest surgery its a 3 week wait.  How come?  I've no doubt people do go to A&E because they can't get to see their GP.
